This is a semi-tutorial, because it is something I found. The general instructions will be the same, though. This is the starburst mirror that I made a few weeks ago, in my effort to have more merchandise for my show.
I started out with a round mirror, I had got at my last auction.  I bought some pre-cut dowels from the craft store for the “spokes.” To make the different heights, I just cut every other one in half with my miter saw. Now comes the somewhat tricky part…Using a drill bit SLIGHTLY smaller than the dowels, drill holes around the circle. If it is possible, take the mirror out. You will have to figure out the placement you like best and measure around the outside to space them equally.
Once you have drilled the holes, lightly tap the dowels into the holes with a hammer. (The dowels should be tight in the holes.) You can either just spray paint it or decopauge something fun on it. I chose to use some sheet music, but there are a TON of paper options at any craft store.
